In partnership with Fauna & Flora International (FFI) and local partners, TBC helped the Oyu Tolgoi project in Mongolia towards meeting the requirements of International Finance Corporation (IFC) Performance Standard 6/European Bank for Reconstruction and Development (EBRD) Performance Requirement 6. This resulted in the first publicly available complete PS6 documentation, which has set a benchmark for other large infrastructure projects. The documentation, available in biodiversity appendices to the environmental social impact assessment, includes a Critical Habitat assessment, Net Positive Impact forecast, detailed impact and mitigation plan, and biodiversity offset strategy, and resulted in IFC and EBRD approving funding for the project.

At the request of the European Bank for Reconstruction and Development (EBRD), TBC reviewed the EBRD Environmental & Social Policy and Performance Requirement 6 and made recommendations for their revision. We benchmarked current EBRD policies against peer bank policies, made recommendations for changes to address lessons learned during implementation of the current policies, and identified emerging issues which could be addressed in revised policies.

Payments from three gas pipeline operators have led to the creation and on-going management of a protected area in southern Myanmar. TBC reviewed this project to evaluate its potential as a model for mitigating the impacts of industrial development on biodiversity, and for providing sustainable financing for protected area management. The report presents an analysis of the project against IFC PS6 and the BBOP standard to highlight strengths and weaknesses of the approach and to identify recommendations for policy development.

TBC is supporting Newmont Golden Ridge Limited (NGRL), a subsidiary of Newmont Mining Corporation, to develop and implement a Biodiversity Strategy that is aligned with best international practice including IFC PS6. The Biodiversity Strategy is being implemented in Ghana as a commitment related to the development of the Akyem Mine and aims to achieve no net loss (NNL) of biodiversity and net gain for areas that qualify as Critical Habitat.

International Union for Conservation of Nature (IUCN) is developing a policy on biodiversity offsets, which will provide advice to its Members. TBC was asked by IUCN to prepare an input paper for, and co-chair, a technical group which is advising on development of this policy. The input paper reviews the technical conditions necessary for positive outcomes for biodiversity offsets, building on our biodiversity offsets report for the IUCN World Congress. The technical group has produced a report which will inform a policy group within IUCN.

At the request of the International Union for Conservation of Nature (IUCN), TBC prepared an in-depth technical resource paper to help IUCN develop its approach to biodiversity offsets. The paper analyses the conditions under which biodiversity offset approaches provide positive outcomes for biodiversity, including the conditions under which it is possible to achieve No Net Loss through the implementation of offsets. TBC was asked to conduct an independent review of the Integrated Biodiversity Assessment Tool (IBAT) initiative by the four IBAT partners: BirdLife International, Conservation International (CI), the International Union for Conservation of Nature (IUCN), and the World Conservation Monitoring Centre (WCMC). The objective of the review was to provide a respected, authoritative and independent mechanism to help plan the next four years of the initiative. TBC consulted over 100 stakeholder organisations during the review, ranging from business users to non-governmental organisations and technical experts.

The International Council on Mining and Metals (ICMM) and the International Union for Conservation of Nature (IUCN) jointly commissioned TBC to write an independent report on biodiversity offsets. This report presents the clearest advice available to date, based on practical experience of guiding offset strategies and implementation. It defines practical steps which practitioners in industry and the conservation sector can take to put offsets to work for conservation and to reduce risk for business.

At the request of the Government of New Zealand, TBC developed a global framework which establishes the burden of proof necessary to evaluate ‘offsetability’, given varying levels of: conservation concern; residual impact magnitude; offset opportunity; and feasibility of offset implementation. Working closely with the QMM Environment team, TBC delivered a study for Rio Tinto Madagascar to plan biodiversity mitigation and offset requirements over the project life cycle to achieve Net Positive Impact. The study was peer reviewed by the Rio Tinto Madagascar Biodiversity Committee and a panel of experts selected by IUCN.

TBC led the development of the community-based management plan for the Pic de Fon forêt classée, a protected area in Guinea. The work was initiated by Rio Tinto to find a stakeholder-based solution to balance iron ore mining, chimpanzee conservation and local community forest use within the same forest. The result was a new law passed by the Minister of Environment of Guinea in 2010. The plan is a model for effective collaboration between government, the private sector and local communities.
